Swap your licence and lose the points

It might be possible to take your existing driving licence (which might have loads of points on it), and swap it for a licence in another country. The theory is that when you do this, the new system is not updated to take account of your points, and then you take your new country licence, bring it back to where you originally lived, and swap it for a clean licence. So in effect, the points do not follow you. I don't know if this is even true.
It sounds illegal, and might be, or might not be.
What's happened now is that a scammer has set up a site where you send them a copy of your original licence plus £250 to £500. This is an out-and-out scam and you won't get any money back or lose your points.
